tw  也没设置过代理

可能IE用了无用代理而TW设成了不用代理；
也可能是仅仅IE设置存在问题，这一点可以通过新建一个系统用户再用IE试试来排查；
还有可能是防火墙软件禁止了IE的访问。


至于楼主图中的意思，那是360的吧，表示你已经设置TW为默认浏览器，这是设置默认浏览器必须关联的注册表项（TW只会关联网页等文件的打开方式而不会关联其图标）。

新建一个系统用户再用IE试试来排查      去试验了
